I think only for a while. Once the 365 day rule for 1000 hours kicks in under the new rest rules, they will probably encounter major problems with manning if they schedule like that when you get to about 330 - 340 days. Since there will be a 365 day "look back", the problem won't go away like it does now with the passing of the end of the year.
