Andrew, I have a friend going to Copa Airlines in Panama soon. You could work there with 250 hours. You would have a nice looking resume when you have enough time for a part 121 in the USA.
No, Copa will hire locals only with 250 hours.
For expats, it's 1000 hours. This is coming from the copa website.

Andrew, what are you trying to accomplish exactly?
Even though I am not close to the 1500 hours yet, I support the new law. Actually it encourages me to move forward because it actually gives me hope that the future may shape better than the past 10 years for Airline Pilots.
The only thing I would change is make it 1500 hours for everyone and remove that "frozen" ATPL concept (and maybe add a College degree, even though this is a requirement at many airlines).
