Right. So the way I read that the individual will not be given a non-A, but will be given the $39/day. It says it says the person SHOULD use government lodging, it is not a SHALL or WILL. I just called Randolph billeting today and they said no way to non-a's however we would get $39/day to use in whatever manner we wanted to.
