Nope. For one plane you need 7 CA and 7 FO. So you need to upgrade ONLY 7 FOs. But you will need to replace those 7 FOs that just upgraded then also hire 7 FOs for the additional airplane. So 1 plane = 7 upgrades and results in 14 new hires.
