I am guilty of checking in at the airport before my last turn with only a 20 minutes scheduled connection, then showing up right before door close. Exactly. Not all non-revs have he flexibility of showing up 45 mins prior to departure. No need to penalize as it a) may eventually happen to everyone, and b) won't materially stop people from not showin up. if people don't get there on time, go to the next folks.
