It's not double dipping. The checks you get for the first month at repugnant are per diem. Not taxable. It's not a wage and thus not required to be reported to UEI. The state unemployment attorney I discussed this with told me that it is absolutely expected and justified. After paying into the insurance policy for 25 plus years I think 3 weeks of payment from the policy still has been a good gamble on their part.
I'm sure he/she has paid more than their share into unemployment insurance over the years, why not use the insurance when you qualify? It's insurance for times that are out of your control that you aren't earning a wage. He/she is furloughed-check out of his/her control, he/she isn't earning a wage-check.
