I'm sure this legal discussion is a bit too esoteric for you but to boil it down there is a legal hole in this coveted TPA a mile wide. The biggest threat to you in this regard deals with time. The longer there is not a JCBA the more dire the consequences are to you. You should contact your rep and demand a JCBA agreement now. Good luck with that.
