Time of check in is used as the tiebreaker.

So it applies to everyone.
The process says you can check in up to 24 hrs in advance of the flight.
Oh wait it must be broken because what it should say is ties will be broken by those with the longest itinerary or those with access to a keyboard or those in a different time zone.
And the ties are certainly not rare; why, you ask?
Oh that’s because the other process is broken and this mighty computer program can only resolve people down to within a year.
