IIRC, paid overtime is limited to payment at the GS-10, Step 10 rate, that is, you won't get paid more tha time and a half at GS-10, Step 10. NOT a good deal as a GS-13. Comp time shouldn't be an issue to earn, BUT there is a maximum comp time limit. Which is, he asks. You cannot earn more that your GS-13 pay plus the value of your comp time valued at GS-10, Step 10 pay. So multiply your comp hours by that rate, add it to your GS-13 pay and the total per pay period cannot exceed GS-15 pay. As a -14, Step 10, my max comp per pay period was about 8 hours.

That's somewhat old info,but at the rate if change in the government it should be OK. Now they have gotten rid of the Rumsfeld system. Thankfully, I missed pay banding.
