There's a difference between SA Cat 1 approaches and "Special aircrew and Aircraft Certification Required".

FDX is not authorized SA Cat 1 approaches but can do any (Not RNAV (RNP) labeled "SAAAR") approach labeled "Special Aircrew and Aircraft Certification Required" approaches.
