I don't know where you guys are getting these numbers, but I know they are not correct for past hiring. Even for people without really strong "connections." Just apply regardless of if you think it will be enough, you never know they might like the college you went to, your extra activities, or whatever. I applied so that it would show interest while I continued to build time even though I thought there was no way I would not get an interview, and then surprise I get an invite. Don't let numbers you hear keep you from trying.
