Maybe you are right. But, that is only 30 minutes away by car, and if he's been out more than 90 days of consecutive mil leave that would make him a member of the association in something other than good standing. If he is not in good standing he can't vote on the MEC, much less vote on a cba. Very odd, I will need to look into this further.
