"Heavy" is to be used on ramp and ground... agree with you in cruise.
"heavy" is to be used on first contact with tower and approach/departure. Dont forget Canada, all the high sector controllers use it. If you use "heavy" while flying in ICN, PVG, HKG etc... then you might be "tool" worthy, everyone is heavy!
