Yes, it would have, and your point is well taken. However (there always is one, isn't there LOL) the EB decided to do it this way so that it was done at a time when the lines were already published, but not bid on yet. This was so there was no problem with folks saying they would have bid differently (rsv, etc...) if they had known.
Maximum impact WITH due consideration to the membership. My opinion only, I don't speak for our EB but from what I read that was their intent.
