The policy states that you can pay for 2 seats up front if you are a "customer of size", but you will be REFUNDED the second seat cost if the flight is not full. If the flight indeed would be full, SWA keeps the second seat fee in order to recoup the cost of the ticket they were unable to sell to a willing customer.
