According to management, no staffing increase will be driven by the rest rules.
There was a qualifier to that too. They were just looking at the rest rules and not layering them in with any PWA restrictions. They plan on dealing with many of the duty and flight time limit issues via reroute. It shuffles the deck and keeps staffing neutral. For that reason, reserves need trip guarantee once assigned, and there needs to be penalties for reroutes that have a pilot released any later than schedule sign out. If those two things are not part of this agreement, yes, the ft/dt chances will be effectively net neutral to a slight loss.
