I have no idea how much the tires weigh or why in the world anyone would care as long as they are inflated properly and remain attached to the airplane at all times

As for your V1 cut question I don't know if you are asking why we would practice them on a 13000 ft runway or why there could be a difference between V1 and VR even on a 13000 ft runway, or something else.
