That is correct. But we CANNOT close those holes by concessions in other areas of scope because a scope concession can NEVER be gotten back through a job action by us.
It is critical that we close these holes, but we must do it through "bargaining credits" in other areas of the contract. At least those other areas of the contract can be fought over some day...Scope cannot be.
