I don't follow Carl anymore, but what you guys are quoting makes perfect sense. I don't require Scope to be perfect, but I view it as a prerequisite. If you can't read Section 1, and think it's an improvement, you can't move to the rest of the TA.

Of course, if the T/A brings many of those connection jobs back, Carl's logic applies in both directions: the jobs stay ours.
