Everything is based on senority. In other words, who was hired first. Besides, with the currentt upgrade time running about 2 years, the 600tt guy is going to have over 2000tt by the time he goes to class more than likely. Making him legal to hold and ATP. Assuming he was 23 of course.

Some airlines, like my former, have it their FOM that a CA candidate needs to have a specific amount of time, as well as Multi, or PIC, or turbine, before being eligible to bid for a CA seat. It's usually an insurance requirement. I believe Pinnacle has something similar.
