HK's are regularly booked passengers on the flight without seat assignments. The computer only assigns roughly 80% of available seats to passengers at check-in. All the other seats are assigned at the gate. So if you see 20 HK's on a stby list it doesn't mean they just showed up, it means they have been booked on the flight just never had seat assignemnts and they've been counted in the load all along.
