Yep, pretty much. It's NOT CBA circumvention. EVERY time flying has been outsourced to a regional, it was at the blessing of the pilot group that lost it. Whether in exchange for the wide body aircraft that were promised/big fat paychecks pre 9/11, or the BK's, doesn't matter. It was voted away in BOTH time frames.

What's the alternative? The alternative would have been that mainline KEPT the flying at the mainline level.
