That class did study. They had all the manuals on their computers. They hadn't started systems yet when the books were left in the class room. FOM/POH and systems manual were all on the flash drive mailed to them before they reported for training. Training sent them the old CQ study packet on that same flash drive with the rest of the study material. That CQ study packet is where the system questions normally came from. Modlin didn't know they were sent the CQ study bank until some new hires had some questions about some of the question in class. He made up a new mostly fill in the blank systems test to replace it for that one class alone. I disagree how it was handled, but the test was passable and training can do what they want.
