The FAA requires something like three years if I remember correctly. We even required our sim check airman to be captains prior, but that was a company not FAA requirement. Let make sure we're on the same page. The reference is to our base chief pilots around the system not the VP of Flight. Most of our chief are captains but we've also brought in some senior FOs over the past few years.
I believe you're referring to the Chief Pilot who serves in the 119 designated position at a Part 121 Air Carrier.
