If it's saving jobs in the process, I support it fully. These captains are 3-4 year guys retaining their seats. The damage was done by the junior street captains, but I feel that's been adequately addressed.
+1. Fundamentally this is a jobs saving agreement. It's understandable people are frustrated. It's certainly a dynamic situation when you're managing a "seniority based system" with grandfathered street captains.
