Is that for any type of flying or just between certain hours? Last month I had a 3 leg trip with a 3:55 ground time in SJU. Sitting for more than 3 hours is common at AT. Makes a long day longer and wastes your time. I suspect it will get worse as airplanes cross the fence.
Only for redeye flights. We have a DHR (Duty Hour Ratio) rig which pays 0.74 TFP per duty hour. So a 10 hour duty day would pay 7.4 TFP minimum.
