My guess is the Mgr. of Tng/Std's that was brought in to replace JC as senior ground IP. Same budget number and timeline, change the job description a tad. The Director of Training at NK has a finite number of positions as well as a finite dollar amount to spend. It must balance.

Just a guess. The numbers (training budget) and timeline sure seem to match.

Maybe a wake up call to the current group that awarded themselves an arbitrary number and have done so well with the certificate transfer?
