I think operating out of a class B airport, listening to what is happening a PIC can make a sensible decision to withhold use of strobes.
But, what about the guy who isn't where he reported where he is? What about the aircraft the controller forgot/ doesn't know about? What about the aircraft on the other tower frequency?
The biggest reason to turn them on is for the things you don't know about.
