Actually the ability to use right seat time to count in lieu of some of the ATP PIC requirements is nothing new...it's been in the FARs all along and some regionals who hire wet-commercials (notably mesa) have taken advantage of that before.
I thought every regional had a rule like this. Otherwise anyone hired with less than ATP mins would never upgrade.. I might be confusing it though with in house requirements for upgrade. At ASA I think we use something like a 2 for 1 ratio of right seat time to count as PIC time for meeting upgrade mins.
