For Flag § 121.481 (b)
For Supplemental § 121.505 (a)
In answer to the over 9 and less than 12, no facility is required, nor is any rest required. The limit is the same as if you have a crew of 3, 2 pilots and a flight engineer. You're good up to 12 and nobody needs any rest at all with 3 pilots under Flag, but they are limited to 8 hrs scheduled duty on Supplemental. That does not mean you need to go sleep, it just means that they cannot schedule you for duty more than 8.
