Second question; while the reg states "adequate rest facilities" and this is defined in AC 121-31, that AC circular isn't regulatory (read the front of the AIM, for AC circulars and their regulatory applicability). This is covered in the new flight time/duty/rest rules; but, is not regulatory at this time (?). What this means is, a blanket on the floor can be considered "adequate".
