Yes. It is absolutely honoring seniority. You had a conflict the first week. Your preferences sorted remaining trips that did not conflict and those trips were not available to you when PBS got to you because they were previously awarded to a senior bidder. Therefore you were awarded reserve. Do you really think that everybody junior to you deserves reserve too because PBS couldn't award you a line according to your preferences? If their preferences and preassigned credit allowed a complete schedule then why shouldn't they have a line?
