Comparing an awarded monthly line to an upgrade is like comparing apples to a duck billed platypus. They aren't the same. It is possible for someone junior to you to get a line because of the rules associated with the bidding process. I hold a line with much less seniority than you, but I am on the 200, and you are probably o. The 700. You will still be able to upgrade a long time before I can. The two are unrelated.

If this really bothers you that much, maybe you should get involved with the union so you can do something about it.
