Apprently they combine all the folks from phase I/II interviews and place them in a pool. Depending on how many points you acquired during your interviews, you are ranked in that pool. They pick the folks with the highest ranks out of the pool first for phase III so depending on rank, you may swim for a short period or for quite some time.
