Say Hoser for his first 12 days flies all 12 days and has 0 SCs. He's bucket 3 but bucket 1 for SC.

if over the same time span I fly 0 hours but sit 4 SCs, I'm in the higher SC bucket so Hoser now is still up next for SC to which he could be assigned another 4 day.

i think SC buckets should be contingent on your overall bucket.
