Deferring the only lav is unacceptable irregardless as to whether you make a lav inop announcement. Back in the 19 seat turboprop days it wasn't uncommon to have a pax go in a bottle and that was on a flight less than an hour.

On an RJ, it is a bucket with a flapper valve and a drain. It can not really break. Most deferrals seem to relate to ground handlers refusing to service it and the crew eventually saying "no"
