That follows the general rule:
On all deviations, international in particular, get you travel plans made, and then request to dev.
One exception to this is train tickets, which are often nonrefundable, to make the first class work with your bank.(Eg. Eurostar/chunnel) Make sure they available, then dev, then buy the ticket when you know you are not getting a pairing change.
