The only thing this new policy will accomplish is to reduce security.
In order to remember all these changing passwords guys will have to write them down in their wallets or keep them in their phones somewhere. Or they will have to use passwords that will be easier for them to remember and therefore easier for someone to guess. Combinations of birthdays or addresses or anniversaries or pet's names, etc. etc.
