Also, the missed approach segment is still part of the approach and the associated navaids would be required to be operational. The only possible option would be an alternate missed procedure that includes an operational navaid. Scenario: IMC, lost coms, what would you do? An alternate missed would be the only way, IMO.
Lost comms is an emergency and opens the door to more flexibility.
