With the average flight time per month being about 45-70 hours, they'll need to meet those mins before august and run through an ATP course that the company puts together for current FO's before they are dequal'd in August.
I agree totally though, the pay will need to increase substantially (specifically for the FO's, but preferably for both CA and FO) in order to get people to come work here.
