B-2 was a Northrop / Grumman project. The B-1 had no mission, Carter was right, at least as far as that project went. Reagan provided jobs building something we did not need.
Actually, the "advanced technology bomber" project that was started under Carter and scrubbed then became the "advanced technology bomber" under Reagan that evolved into the B-2. Those jobs that Carter wanted to do away with were transitioned to jobs that developed the B-2, F-117 and C-17. It was initially a Northrop/Grumman venture that later involved Boeing and did utilize the Skunkworks. The F-117 was also born from the same research and development. Boeing, as you know, acquired MD and development for their existing projects, including today's C-17.
