This seems difficult to believe given the significant number of bodies on furlough. What is the reason? Do they expect a poor response, to the tune of many hundreds, in declining a recall?
Again, I have been on mil lv for three years and my SA is low.

s-CAL has been hiring furloughed s-UAL pilots for some time now. They started at the top of the furlough list and have gone thru the entire list.
It is not a recall to s-UAL. Many pilots have not taken the job offer. You only get asked once then you must initiate a desire to work for s-CAL by calling Charlie V.(Pilot development).
s-CAL apparently still needs more pilots and since all s-UA furloughees have been offered a job they must now hire off the street. It might get real interesting if there is no JCBA in the near future, as I imagine s-UAL will need to recall soon as the age 65 retirements start.
