I have NAT Doc 007 from 2011, not sure if there is a 2012 or not, but section 13 deals with Special Procedures for In-flight Contingencies and section 13.3 is titled Special Procedures. I think this is the most current copy, but I am not entirely sure. Here is the link to the ICAO website and specifically to this copy of the MNPS manual.... Hope that helps....
