Flying into Grand Turk a few weeks ago and the controller said 'descend and maintain flight level 080.' The captain changed to local altimeter setting through FL180. I asked him why, and his response was 'because that's what we did at Flight Options.'

Am I missing something? I thought that you change to local altimeter setting through 6000' because that's what it says on the chart.
