So, yes, the 727 and LAX could have lines built outside the "Line Construction Limitations", but those crew positions would still be subject to buy-up to the System-wide Average Metric value - thus limiting the large disparities from before - even to those in the <100 crew positions.
Thats what I was thinking but after reading it again I was confused. Like before 4a2b was implemented we all thought blg had to go to 48 to furlough. That paragraph is like reading the old hiring test. if all doctors are rich and some men are doctors then....
