Over the last two weeks, the JNC continued meeting in Chicago, transforming the AIP and the numerous issues resolved almost three weeks ago with the National Mediation Board into contractual language. Most of our time was spent focusing on Retirement and Insurance, Hours of Service, Scheduling, Crew Rest Facilities, and Instructors. The Retirement and Insurance section, one of the most difficult and complex, is nearly complete thanks to the hard work of the UAL and CAL MEC R&I SMEs and attorney advisors. Scope, too, which is also extremely intricate, is complete. In addition, the Scheduling group and attorneys made significant progress on Section 5, Hours of Service, whose difficulty has been compounded due to the recent passage of FAR 117; the Crew Rest provisions have also nearly been finalized.


Language issues in the Instructor section raised some disagreements as to the substance of the underlying Agreement in Principle on that section. However, we worked with management to implement process changes that we believe will help to resolve the Instructors section and minimize similar problems in the future. In addition, we continue to work with management, reviewing and clarifying issues with language in other sections as they arise. We continue working as expeditiously as possible while making sure the JCBA is as clear as possible.
