It looks like a fabricated issue to me.
You can't have a member-in-good-standing rendered ineligible to run.
So if you had nominations one day, he's ineligible to run as a CA.
If you had the nominations another day, he's ineligible to run as FO.
But he was ALWAYS eligible to run.
That's why I say it's a fabricated issue.
