I'm not disputing the fact the Great Lakes sucks, but these are all new contracts that run for a minimum of 2 years. So these communities are locked in until 2014. Silver can not just go in and attempt to takeover the Great Lakes contracts from them. EAS doesn't work like that.
Edit: I take that back, if Great Lakes sucked so bad they wouldn't still be getting EAS contracts.
