The biggest reason we won't get it in my opinion is fear and how it would effect the SLI, although it should not matter.
It should not effect the SLI at all. In any SLI you have what is known as the constructive merger date. That is normally the date the merger is officially announced. The arbitrator is supposed to consider the SLI in the context of what the seniority list and working conditions were on that date. That is the established method of dealing with integrations.
