Delta will pay CHQ pennies on the dollar to do it, and CHQ will operate at a loss on those planes just to get them flying. It's just standard protocol for Delta - they care nothing about the overall health of the companies providing their regional feed...it just needs to be cheap.
It isn't Deltas fault. Companies shouldn't bid less than it costs them to produce what they are selling.
